Handwritten Korean manuscript — first-pass transcription in progress. Chang Ch'ŏl was a Soviet Korean who served in the DPRK government apparatus. Purged during Kim Il-sung's campaign to eliminate the Soviet Korean faction from positions of power in the late 1950s.
